Abstract
Greatest interest to solve problems of the thermal utilization of wood biomass are thermochemical conversion techniques based on gasification to produce heat and electricity. In this work a methodology for evaluating the efficiency of energy conversion during the gasification of woody biomass using methods of thermal and thermodynamic analyze is presented. The thermal and exergetic balances are compiled, the thermal and exergy efficiency of gasifiers is determined; thermal efficiency values range from 40.4 to 96.7 %, exergetic efficiency - from 17.0 to 58.2 %.

Abstract
In order to ensure long-term stability of the economy and the population of all types of energy required science-based and accepted by society and government institutes a longterm energy policy. Planning for energy conservation and energy efficiency must be built into the general policies of the country, the region, municipality, since the process is the most energy-saving priority energy policy. In this connection the development of energy efficiency programs and energy efficiency at all levels of government.

Abstract
The paper presents the results ofpredicting total aggression of gas emissions of coal-fired boilers, due to sulfur-containing components in the presence of benz(a)pyrene, carbon monoxide, and a minor influence of the nitrogen-containing fuel components on the basis of correlation analysis. For ecological systems "benz(a)pyrene-oxide sulphur", "benz(a)pyrene-carbon monoxide", "sulfur oxide-carbon monoxide" is defined the coefficients of pair correlation. The data for the organization of small-toxic modes of coal-fired boilers taking into account the mutual influence of sulfur-containing components of the flue gases and products of incomplete combustion, allowing a significant degree to ensure environmental safety of the environment.

Abstract
Meeting the challenges of evaluating technical condition of building envelope constructions and energy equipment is largely connected to the introduction of effective methods of instrumental monitoring and, in particular, thermal nondestructive testing method - IR diagnostics. The following are the main points for thermal imaging diagnostics and main factors influencing measurement accuracy. The results are providedfor IR diagnosis of various objects.

Abstract
Using the experiment design method an useful adequate model connecting the financial expenditure on data transference in terms of the electric energy consumption with the counting amount of various measuring devices was developed. The categories of the measuring devices registrating the energy expenditure were determined and the category having the greatest dependence of expenditure on the counting amount was revealed.

Abstract
One of the key indicators of heat supply organizations is the reliability of energy facilities. The index of reliability of heat supply organization is of interest to potential investors, to assess the risks of investing projects. We propose a method of determining the reliability of heat supply organizations with the use of SAW (simple additive weighting method). We are developing a versatile program and the analysis of heat supply organizations on the example of the Republic of Tatarstan.

Abstract
This article analyses energy saving and energy efficiency policies in the European Union. Directives EU in this area since 1993 are described. The basic provisions of the Directive 2012/27 on energy efficiency and Energy Efficiency Plan 2011 are analyzed. The problem of the implementation of EU policy in this area with the framework of the open method of coordination is described.

Abstract
The expediency of application of active filters Butterworth third order to highlight the basic harmonic of the phase voltages of a two-level frequency converter in the identification of the parameters of three-phase asynchronous motor is shown. For the implementation of the identification algorithm it is necessary to convert the output voltages of the filters in the voltage phases of the stator winding of the generalized electric machine. It is experimentally determined that the presence offilters low frequency does not introduce significant distortion and allows to obtain the necessary shape of the phase voltages of the generalized electric machine.

Abstract
An approximate analytical method for calculating temperature distribution in laminar flow, that moving in cylindrical channel. In case where the heat transfer coefficient on the outer surface of arbitrary function on the axial coordinate. Special integral transformation turns the task boundary condition to linear second kind boundary condition. In this case can be applied a classical mathematical solution.
