Editorial Policies

Aim and Scope

The main objective of the Journal is to inform the scientific and technical community about fundamental and applied research in the field of power engineering, disputes and discussion on the pages of the publication on issues of power engineering and related fields of knowledge topics.

The most important tasks of the Journal are:

- reflection of the results of scientific, research, practical, experimental and innovative activities of native and foreign scientists, research specialists, promotion of experience in the implementation of scientific achievements and advanced scientific technologies;

- approbation of research of graduate students and applicants;

- the formation of an open scientific debate that contributes to improving the quality of scientific research;

- Ensuring effective research activities at the university, publicity and openness in reflecting the scientific research directions  of the university;

- conducting an effective examination and publication of reviews of scientific ideas and works, annotations of thesis;

- identification of scientific potential for the introduction of advanced scientific achievements in the educational process of KSPEU;

- publication of materials of scientific conferences, symposia.

Open Access Policy

"Power engineering: research, equipment, technology" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

  1. The journal «Power engineering: research, equipment, technology». Publishes articles, reviews, brief scientific reports, information messages (hereinafter - articles) on fundamental and applied energy problems.
  2. All manuscripts submitted to the editorial office are subject to mandatory review.
  3. The journal prints results not previously published and not intended for simultaneous publication in other publications.
  4. The materials sent by the authors must meet the requirements of the Manuscript Submission Rules for the journal «Power engineering: research, equipment, technology».
  5. Only articles recommended by the editorial board of the journal are published in the journal.
  6. Members of the editorial board on the relevant scientific direction organize reviewing of incoming articles, are responsible for the quality of the review.
  7. The reviewer appointed by the editorial board gives a reasoned conclusion about the scientific novelty, the practical value of the work performed and the appropriateness of its publication in a specific section of the journal.
  8. The duration of the review should not exceed one month from the day of receipt of the article.
  9. If, in the opinion of the reviewer or a member of the editorial board in charge of the relevant scientific direction, the article is to be finalized, it is returned to the authors.
  10. Submitting an article for revision does not mean that the article is accepted for publication. The revised version of the article, together with the authors' replies to the comments, is again reviewed by the reviewer in order to assess the possibility of its publication.
  11. Articles that received a positive reviewer's review and are approved by the editorial board are accepted for publication. In the event that a positive review is received, the editorial staff informs the authors about the admission of the article to the publication, indicating the date of publication.
  12. In the case of a negative response to a revised version of an article, the editorial board may send the manuscript for re-review to another reviewer.
  13. A decision to include an article in a journal or to reject it is taken by the editorial board on the basis of a member of the editorial board, taking into account the review.
  14. If disagreements arise regarding the publication of an article among the members of the editorial board, the decision is taken at a meeting of the editorial board by a simple vote. With equal number of votes, the voice of the editor-in-chief is decisive.
  15. In case of rejection of the article, the author is sent a decision of the editorial board with a substantiation of the refusal and a copy of the review.
  16. Peer review is one-sided-blind.
  17. The original of the reviews is kept in the editorial office of the journal for five years.
  18. A copy of the review is provided to the Ministry of Education and Science of the Russian Federation upon admission to the editorial office of the relevant request.

 

RECOMMENDATIONS TO REVIEWERS:

The review of articles received in the editorial office is carried out in two stages: editorial and independent.

Editorial (input) review - verification of manuscripts is carried out by the editor of the journal for their compliance with the subject and requirements of the journal.

Independent review implies the availability of a review by a scientist with a degree, usually a doctor of science, an acknowledged expert in the subject matter of peer-reviewed materials. When writing an independent review in the journal «Power engineering: research, equipment, technology».  anonymous review is used. The reviewer's personality can be disclosed to the author of the article only at the request of the reviewer.

Independent peer review is carried out in accordance with the publication and editorial ethics of scientific journals published by the Kazan State Power Engineering University.

The referent should be guided by:

  • Rules for authors of scientific journals KSPEU;
  • Publication ethics and editorial policy of scientific journals KSPEU.

The letter with the request for review contains:

  • Referral for a review, signed by the editor-in-chief or deputy editor-in-chief of the journal, in which the period for providing the review is indicated;
  • file with the text of the article, as well as (if necessary) additional materials;
  • the recommended form of the review.

The reviewer has the right to refuse to review the article (in particular, if the subject matter of the article does not correspond to its profile, or for another valid reason). In this case, the referee must inform the editorial office or the deputy editor-in-chief (editor-in-chief) of the journal within three days from the receipt of the review request that the review of the article is impossible. However, he has the right to offer other candidates as possible reviewers of the article.

In the review it is necessary to evaluate:

  • the level of relevance of the research topic, its relevance to the current state of the issue under study;
  • the formulation of the research objective and the clarity of its presentation;
  • the adequacy of the choice of methods for investigating the problem;
  • the originality of the research and the novelty of the data obtained;
  • validity of conclusions;
  • strengths and weaknesses, as well as identified shortcomings.

The reviewer must convincingly substantiate his conclusions, recommend corrections and additions.

The reviewer's opinion should contain one of the following recommendations:

a) "is recommended for publication in the journal under the heading" Title of the rubric ";

b) "recommended taking into account correction of the deficiencies noted by the reviewer";

c) "Not recommended".

The volume of the review is not limited, but, as a rule, is 2 pages of typewritten text. The review is provided on paper and / or in scanned form.

If the article is returned to the author for revision, the referee may be asked to give a second review of the revised version of the article.

 

Indexation

Articles in «Power engineering: research, equipment, technology» are indexed by several systems:

  • Russian Scientific Citation Index(RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (ru).
  • Google Scholaris a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

  1. GENERAL PROVISIONS

Publication of the article in the journal is an essential contribution to the development of the world knowledge system, therefore the editorial policy of the scientific journal is closely related to the ethics of scientific activity. Ethical standards in relation to publication guarantee the public's confidence in the scientific research described in the materials of the article and the recognition of the author's idea, thereby ensuring the high quality of scientific publications.

Scientific, technical and production journal «Power engineering: research, equipment, technology» (hereinafter - the journal) is included in the List of peer-reviewed journals of the Higher Certification Commission, which obliges the editorial board and its editorial team to a number of important moral and ethical principles and organizational norms.

All parties involved in the publication process - author, reviewer, editorial staff, members of the editorial board and publisher - must observe the ethical and moral principles that guide scientists in their work and that ensure the functioning of science itself. Articles that do not comply with the norms and rules of scientific ethics cannot be admitted for publication.

Editors, reviewers and the editorial board of the journal should evaluate the intellectual content of manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social status or political preferences of the authors. The editorial board of the journal and editors must ensure that all information presented in the manuscripts  is kept confidential until published within the existing legislative framework of the Russian Federation.

The editors respect the rights of authors of manuscripts sent for publication, protected by Russian laws and international acts. The legal basis for the publication ethics of the journal is provided by international standards:

- the provisions adopted at the 2nd World Conference on the Honesty of Scientific Research (Singapore, July 22-24, 2010);

- provisions developed by the Committee on Ethics of Scientific Publications (The Committee on Publication Ethics - COPE);

- the norms of Chapter 70 "Copyright" of Part IV of the Civil Code of the Russian Federation.

All correspondence concerning cases of violation of ethical norms and rules is kept in the editorial office of the journal for 3 years.

  1. PRINCIPLES THAT THE AUTHOR OF SCIENTIFIC PUBLICATIONS SHOULD GOVERN

The authors of manuscripts with the results of original research should provide a justification for the relevance of the study and an objective discussion of their significance. The article should contain: the subject of research, the exact initial data. The work should contain references, which will allow other researchers to reproduce its results.

The authors of the manuscript must ensure that the material submitted to the publication is completely original, and if the authors used the work of the word or elements of other authors, then they are made relevant references.

In the event that there are other participants in the research project, they should be mentioned in gratitude or listed as assistants or sponsors.

The author of the manuscript with whom correspondence is being conducted must ensure that the list of authors of the article is complete, all authors approved the final version of the article and signed consent for publication.

If the author finds a significant error or inaccuracy in his published work, he must promptly notify the editorial board and / or the editorial staff and cooperate with them to eliminate errors or inaccuracies and correct the article.

The following can be considered a violation of ethical scientific norms:

  • fabrication and falsification of the data presented in the article;
  • plagiarism;
  • submitting an article to several journals (duplicate publications);
  • violation of intellectual property rights in respect of the work of another author, protected by copyright;
  • misidentification of authorship.

In accordance with the editorial policy of the journal the following are unacceptable:

  • plagiarism;
  • incorrect rehashing of the work of another person;
  • using the results of the original research of another person (drawings, tables, dependencies, etc.) without reference to the source, attribution or use of quotes;
  • paraphrasing, verbatim or partial copying of own works, describing basically the same research and previously published in another article, including foreign editions in a foreign language. In case the elements of the manuscript were previously published in another article, the authors are obliged to refer to earlier work, indicating significant differences between the new work and its relationship to the results of the studies and conclusions presented in the previous publication.

The editorial office of the journal may ask for the provision of primary data related to the materials presented in the manuscript for editorial review. These data should be prepared for public access to them.

Violations of ethics in scientific research do not include actions typical of research processes, unconscious research errors, data conflicts, different interpretations and interpretation of the results and experimental developments.

  1. PRINCIPLES THAT THE EDITORIAL BOAD OF THE JOURNAL SHOULD GOVERN

In its activity, the editorial board of the journal is responsible for the publication of copyright works, which imposes the need to follow the moral and ethical principles that guide scientists in their work.

When deciding on publication, the editorial board of the journal is guided by the reliability of the data presentation and the scientific significance of the work in question.

For the editorial board of the journal, the authorship rights in the works submitted for publication are determined on the basis of the following conditions:

  • significant scientific contribution to the development, direction, concept and structure of the study;
  • Substantial contribution to the implementation, analysis or interpretation of submitted scientific research;
  • a significant contribution to writing the text of the article or making fundamental changes to it;
  • approval of the final version of the manuscript that is submitted for publication.

The editorial board of the journal should evaluate the intellectual content of manuscripts regardless of the origin, citizenship, social status, political or other preferences of the author.

Editorial board of the journal should not allow publication of information, if there is sufficient reason to believe that it is plagiarism.

In cases of revealing the facts of violation of norms and rules of scientific ethics and other facts of unacceptable behavior when publishing scientific materials, the editorial board of the journal is entitled to impose the following sanctions on authors:

  • Refuse to publish the manuscript;
  • prohibit publication in the journal for a certain period.

In case the violation of ethical norms was revealed after the publication of scientific materials, the announcement of the revealed fact of the violation should be posted within three days on the official website of the journal, as well as in the next issue of the journal.

The right to decide on the application of sanctions in each individual case belongs to the editorial board of the journal on the recommendation of the deputy editor-in-chief and / or responsible in the direction of the relevant published article. In case of applying any sanctions, the editorial board of the journal sends the author of the article a copy of the decision of the editorial board and a reasoned refusal to publish.

The editorial staff of the journal has the right to notify the editors of other journals of related subjects about the cases of violation of ethical norms and rules, inform the names of the authors who violated them.

Unpublished materials submitted to the editorial office of the journal cannot be used by any of the parties involved in the publication process for their own purposes without the written consent of the author. 

  1. ETHICAL PRINCIPLES IN THE ACTIVITIES OF THE REVIEWER

The editors of the journal proceed from the fact that each reviewer of the journal assumes the obligation to follow the ethical principles of review set out below:

  • The reviewer cannot be a member of a long-term scientific team, which includes authors of the peer-reviewed work, as well as a repeated co-author of one of them for other works;
  • A scientific adviser (scientific advisor) of any of the authors who are candidates for a scientific degree cannot be a referee;
  • The reviewer should not use information about the content of the work before its publication in its own interests;
  • all manuscripts subject to review are considered as confidential documents. They should not be shown to third parties and discussed with them, except for persons appointed by the editor-in-chief or his deputy;
  • Reviewers should work objectively. Personal criticism of the author is unacceptable. The review should objectively evaluate the scientific article and contain a comprehensive analysis of its scientific and methodological merits and shortcomings. Reviewers should express their views clearly, reasoned with providing justifications and proofs;
  • in the event of a conflict of interest with the author or organization, the reviewer should notify the deputy editor-in-chief and / or the person in charge of the referral and refuse to review this manuscript;
  • in the event that the reviewer considers himself or herself insufficiently competent to consider the scientific research presented in the manuscript, or knows that timely consideration of the material is not possible, they must notify the deputy editor-in-chief and / or the person in charge of the direction within three days from the date of granting them manuscripts and abandon the process of reviewing the article.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

«Power engineering: research, equipment, technology» use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in «Power engineering: research, equipment, technology», authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in «Power engineering: research, equipment, technology» we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

Processing of complaints and appeals

Complaints

The editors of the scientific journal «Power engineering: research, equipment, technology» must promptly respond to complaints received from authors of publications and do everything possible to resolve the disputed issue. Editors must follow the Code of Conduct for COPE Journal Editors ( https://publicationethics.org/).

It is encouraged, but not obligatory, for authors to provide access to the data obtained in the course of research that substantiate the content of their publications. The authors' consent to provide access to the research data does not affect the decision to publish.

 

Research data definition

Research data includes any physical evidence on any medium used in the process of obtaining the results of the study, whether digital or non-digital. These include tabular data, code, images, documents, maps, processed and/or raw data. This Policy applies to research data that may be required to validate the results of the research published in the journal «Power engineering: research, equipment, technology» articles. Research data includes information obtained directly by the authors («primary data»), as well as data from other sources analysed by the authors during the research («secondary data»).

 

Definition of Exceptions

This policy does not apply to research data that are not required to support the validity of the results presented in the published articles.

The author may also make publicly available only the metadata of the research data and/or a description of how to access it in response to requests from other scientists.

 

Intellectual property

The Editorial Board respects the intellectual property rights of the Authors and does not allow the transfer of copyrighted materials to third parties, other than reviewers and editorial staff, without the consent of the author.

 

Work with errors in published works

If a significant error or inaccuracy is found in a published paper (with or without the Author’s notice), the Editorial Board will cooperate with the Author to withdraw or correct the paper accordingly. If a correction is deemed appropriate, the Editorial Board reserves the right to correct the published material and include the dated error.

 

Free Access Policy

The journal provides immediate open access to its content based on the following principle: free open access to research results enhances the global exchange of knowledge.

Scientific articles of students, undergraduates and graduate students are accepted for publication both in co-authorship with the scientific advisor and in the presence of a letter of recommendation of the scientific advisor on the possibility of publishing an article. According to the international principles of publication ethics, reviewers should evaluate the manuscript, but not the author. Any discrimination of authors on the basis of nationality, gender or any other grounds is forbidden.
